1. Introduction

The Fulbright Scholarship is the flagship educational exchange program of the United States government. In Pakistan it is managed by the United States Educational Foundation in Pakistan (USEFP), under Fulbright policies and regulations. Each year it sends Pakistani graduates to the United States for a full Master’s or PhD degree, with almost every major cost covered.

For many Pakistani students, Fulbright is the single most valuable scholarship on offer. It does not just pay tuition. It also covers textbooks, flights, living costs and health insurance, and it places you at a US university through its own placement process. That combination is rare. No other program for Pakistani students covers a full American graduate degree at this scale.

There is one fact you must know before you read further. The most recent Fulbright Degree Program cycle closed on 1 April 2026, and the program page currently shows the status as closed. That cycle was for study starting in 2027. The next cycle, for study starting in 2028, has not been announced yet. Do not let that stop you. A strong Fulbright application takes months to build: a GRE score, attested documents, and three solid reference letters. The students who win are usually the ones who start early. Use this article to prepare, and check the official USEFP page for the opening date.

2. Types of Scholarship

USEFP runs two different Fulbright programs for Pakistanis. Do not mix them up, because they serve different people and have different deadlines.

The Fulbright Degree Program is the program this article covers. It funds a full Master’s or PhD degree in the United States. You apply as a student, you study for the full length of your degree, and you return to Pakistan when you finish. This is the program most Pakistani applicants mean when they say “Fulbright Scholarship Pakistan.”

The Fulbright Scholar Program is a separate program for academics, researchers and experienced professionals who already hold a PhD or a terminal degree. It funds lecturing, postdoctoral research, or a mix of both at a US college or university for up to 10 months. Its 2027 cycle deadline was 28 October 2026. If you are a university teacher or a researcher with a PhD, that program may fit you better than the Degree Program. You can read its official page at USEFP Fulbright Scholar Program.

The rest of this article is about the Degree Program only.

3. Degree Level

The Fulbright Degree Program funds two degree levels: Master’s and PhD.

For the Master’s degree program, you need either a four-year Bachelor’s degree or a Bachelor’s and Master’s combination that adds up to 16 years of formal education from an accredited university. Recent graduates are encouraged to apply. There are two exceptions to that rule. Applicants for an MBA and applicants for Public Policy or Administration need two years of work experience in the relevant field before they can apply.

For the PhD degree program, you need a Master’s, M.Phil or comparable degree, which means a minimum of 18 years of formal education from an accredited university. For PhD applicants, it is highly desirable that you have work experience in teaching, research, or the public sector in Pakistan.

Check your own education against these numbers before you spend time on anything else. A two-year BA on its own does not meet the Master’s requirement. A three-year bachelor’s degree on its own does not either. You need 16 years of formal education for a Master’s application and 18 years for a PhD application. If you are short, you need to complete the extra qualification first.

4. Available Subjects

All academic disciplines are eligible for the Fulbright Degree Program, except clinical medicine. That is the only subject exclusion on the official program page.

USEFP does say that people seeking degrees in certain fields are particularly encouraged to apply. Those fields are the Sciences, Technology and AI, Trade and Economics, and Natural Resource Management. Encouragement is not a restriction. Applicants from the humanities, social sciences, law, education, arts and every other field can still apply, as long as their field is not clinical medicine.

When you choose your field, pick the subject you actually want to study and build a career in. The selection process looks at your academic record and your plan, and a clear, honest field choice always reads better than a field picked only because it was listed as encouraged.

5. Scholarship Benefits

The Fulbright Degree Program is fully funded. According to the official USEFP page, the scholarship funds graduate study at universities all over the United States for a Master’s or PhD degree, including:

  • Full tuition fees at the host university
  • Required textbooks
  • Airfare to and from the United States
  • A living stipend for day-to-day costs
  • Health insurance

One line on the official page deserves your attention: Fulbright awards are always contingent upon USEFP budget allocation for the relevant program year. That means the award depends on the program budget for your year. It is a standard line for a government funded program, and it is worth knowing, but it does not change the fact that selected candidates receive the full package described above.

The official program page does not publish a fixed monthly stipend figure, because the amount depends on the host university and its location. Costs in New York are not the same as costs in a small college town, and the stipend is set to match the place you are sent to. Check the official call for the current figures when the next cycle opens. Do not trust a fixed dollar amount quoted on any other website, because the figure changes and it is set by the program, not by any blog.

USEFP also assists selected candidates with the visa application process, and its partner, the Institute of International Education (IIE), handles university placement. You can learn more about IIE at www.iie.org.

6. Eligible Nationalities

The Fulbright Degree Program in Pakistan is open to Pakistani citizens only. The official eligibility criteria state that Pakistani citizens with strong academic histories, residing throughout the process in Pakistan and committed to returning and serving Pakistan, are welcome to apply.

Three parts of that sentence matter. First, you must be a Pakistani citizen. Second, you must be living in Pakistan throughout the whole process, from application to departure. Third, you must be committed to returning to Pakistan and serving the country after your degree. That return commitment is not a formality. It is written into a contract you sign with USEFP, and for PhD candidates it is written into a bond with the Higher Education Commission (HEC). Section 7 explains both in detail.

If you are a Pakistani citizen living abroad on a work, residence or student visa in another country, you are not eligible for this program. The official ineligibility list states that plainly.

7. Eligibility Criteria

To apply for the Fulbright Degree Program, you must meet all of the following conditions:

  • Be a Pakistani citizen with a strong academic history, living in Pakistan throughout the process.
  • Hold 16 years of formal education for a Master’s application (a four-year Bachelor’s degree, or a Bachelor’s and Master’s combination), or 18 years for a PhD application (a Master’s, M.Phil or comparable degree) from an accredited university.
  • Have two years of work experience in the relevant field if you are applying for an MBA or for Public Policy or Administration.
  • Be prepared to take the GRE General test and to score at least 145 on each section.
  • Be prepared to take the TOEFL if you are selected.
  • Be committed to returning to Pakistan after your program and serving the country.
  • Be prepared to complete the grant without accompanying dependents, if need be.

Some people are not eligible, even if they meet the conditions above. The official program page lists these exclusions:

  • Persons with dual US and Pakistan nationality, or those having a spouse or a child over 18 years of age who is a US citizen or permanent resident.
  • Employees and contractors of the Fulbright organization, the US Department of State, or USAID, and their spouses, children, siblings, dependents and parents.
  • People who have already availed one scholarship award for any Fulbright program.
  • Persons already studying in the US or on a work, residence or student visa in any country.

The return commitment deserves a clear explanation, because it surprises many applicants. All successful candidates are required to sign a contract with USEFP. For successful PhD candidates, there is also a bond with the HEC. That bond binds you to return to Pakistan immediately after your program in the US and serve the country for the number of years equal to the length of your scholarship program. The contract is redeemable on a year-for-year basis, with a minimum of two years.

As long as you fulfill the service requirement, you pay nothing. In plain words: a two-year Master’s means at least two years of service in Pakistan after you return, and a longer PhD means a longer service period, matching the length of the award. If you are not willing to return and work in Pakistan, do not apply for this program. It is built for people who will come back.

8. English Language Requirements

English ability is tested in two ways in the Fulbright Degree Program: the GRE and the TOEFL.

The GRE General test is required for all applicants. Under the new scoring system, a minimum score of 145 is required on each section of the GRE examination, with a higher score on the section most applicable to your field of study. That means 145 is the floor, not the target. A score of exactly 145 on each section meets the minimum, but a stronger score makes your application more competitive, especially in the section closest to your field. If you are applying for engineering, your quantitative score carries more weight. If you are applying for literature, your verbal score carries more weight. Plan your preparation around that.

Applicants must also possess a high level of fluency in spoken and written English. The selected candidates will be required to take the Test of English as a Foreign Language (TOEFL). Note the order: the GRE comes first, at the application stage, and the TOEFL comes after selection. Do not wait until you are selected to think about the TOEFL. If your English is weak, start working on it while you prepare for the GRE.

There is no separate IELTS requirement for this program. The official page names the GRE and the TOEFL only. If a website tells you that IELTS is required for Fulbright Pakistan, it is wrong.

9. Required Documents

A complete Fulbright Degree Program application package includes:

  • An application form, completed online.
  • Three reference letters.
  • A GRE score report.
  • Scanned transcripts, including an explanation of the grading scale of the university that issued the degree.

On attestation, the official page gives clear guidance. HEC-attested documents are preferable with the application, but a degree and transcripts attested by the issuing authority will be acceptable at the time of application. Your high school and post-secondary diplomas or certificates do not need to be officially verified or attested. Start the HEC attestation process early anyway, because it can take time, and having HEC-attested documents ready is preferable in the eyes of the program.

Two rules are absolute. Incomplete applications will not be considered, and paper applications will not be accepted. Every part of the application, including references and supporting documents, must be submitted online. If one reference letter is missing on the deadline day, your application is incomplete and it will not be considered. Ask your referees early, give them a clear deadline that is at least two weeks before the real deadline, and check that each letter has actually been submitted.

Your transcripts must include an explanation of the grading scale used by your university. If your transcript does not already show the grading scale, get a letter or an official note from your university that explains it, and upload that with the transcript. Selection committees cannot judge your grades without knowing what the grades mean.

10. Selection Criteria

USEFP does not publish a scoring formula, but the official page makes the shape of the selection clear. It looks for Pakistani citizens with strong academic histories who are living in Pakistan and committed to returning and serving the country. Your academic record, your GRE score, your references and your field of study all feed into that judgment.

The selection timeline for the last cycle is published on the official page, and it tells you what to expect after you submit. The application review and interview process continue until August, and the results are announced in mid-September. After selection, the university submission and placement process continue until April, and visa interviews take place until June, July or August. Departure to the US commences in July and onwards, depending on the universities’ reporting dates.

Read that timeline carefully. From the April deadline to departure in July of the following year is about 15 months. That is normal for Fulbright. It is a slow, careful process: applications, interviews, results, then placement at a US university, then the visa. If you apply, plan your life around that timeline. Do not quit a job or make other big plans on the assumption of an early departure.

University placement is handled for you. You do not need an admission offer from a US university before you apply, and you do not apply to US universities yourself at the start. After selection, USEFP and IIE submit your application to universities and place you. That is one of the reasons Fulbright is so valuable: it removes the hardest and most expensive part of applying to the US, which is getting admitted and funded on your own.

11. How to Apply, Step by Step

Follow these steps in order. Each one depends on the one before it.

  1. Confirm your eligibility. Check your citizenship, your years of education (16 for Master’s, 18 for PhD), and the exclusion list in section 7. If you are applying for an MBA or Public Policy or Administration, confirm your two years of relevant work experience.
  2. Register for the GRE and start preparing. The GRE is required for every applicant, and you need at least 145 on each section. Book your test date early, because seats fill up and you need time to retake it if your first score is low.
  3. Gather your academic documents. Collect your degree and transcripts, get the grading scale explanation from your university, and start the HEC attestation process. HEC-attested documents are preferable, so do not leave this to the last week.
  4. Ask three referees. Choose people who know your academic work or your professional work well. Ask them in person if you can, explain the program, and give them a deadline at least two weeks before the real one. Three reference letters are required.
  5. Open the official program page and create your application. Go to the USEFP Fulbright Degree Program page and follow the link to the online application system. Fill in the form completely and honestly.
  6. Upload your documents. Upload your GRE score report and your scanned transcripts, with the grading scale explanation. Check every file before you submit: a blurry scan or a missing page can cost you the application.
  7. Submit online before the deadline. Paper applications are not accepted, and incomplete applications are not considered. Submit at least a few days early so a slow connection or a missing reference does not ruin your application.
  8. Prepare for the interview stage. If you are shortlisted, interviews continue until August. Results are announced in mid-September. If you are selected, university placement runs until April, visa interviews run until June, July or August, and departure starts in July.

If the program page still shows the status as closed when you read this, you cannot submit yet. Use the waiting time for steps 2, 3 and 4. A GRE score, attested documents and confirmed referees are the three things that take the longest, and all three can be prepared before the cycle opens.

12. Deadline

The last Fulbright Degree Program cycle closed on 1 April 2026. That cycle was for study starting in 2027. The program page currently shows the status as closed, and the next cycle has not been announced yet.

The full cycle timeline, as published by USEFP, is:

  • Application deadline: 1 April 2026 (last cycle)
  • Application review and interviews: until August
  • Results announced: mid-September
  • University submission and placement: until April
  • Visa interviews: June, July and August
  • Departure to the US: July onwards, depending on the universities’ reporting dates

Always confirm the exact date on the official website before applying. Deadlines are never extended, and a late application is not considered. When the next cycle opens, the new deadline will appear on the official USEFP program page. Check that page, not any other website, for the date.

Frequently Asked Questions (FAQs)

Is the Fulbright Scholarship Pakistan open right now?

No. The most recent cycle closed on 1 April 2026, and the program is currently closed. The next cycle has not been announced yet. Check the official USEFP program page for the opening date.

Do I need an admission offer from a US university before I apply?

No. You do not apply to US universities yourself. After selection, USEFP and its partner IIE handle university submission and placement for you, and that process runs until April.

Can I apply with a two-year Bachelor’s degree?

No. A Master’s application needs 16 years of formal education, which means a four-year Bachelor’s degree or a Bachelor’s and Master’s combination. A two-year BA on its own does not meet the requirement.

Is there an age limit?

The official program page does not state an age limit. Check the official call for the current cycle to confirm, because rules can change from year to year.

Can I bring my family with me?

Applicants should be prepared to complete the grant without accompanying dependents, if need be. That is the official wording. Plan on going alone unless the program tells you otherwise.

Is the GRE really required for everyone?

Yes. The GRE General test is required for all applicants, with a minimum score of 145 on each section under the new scoring system. Aim higher than the minimum on the section most relevant to your field.

Do I need IELTS for Fulbright Pakistan?

No. The official page requires the GRE at application stage and the TOEFL for selected candidates. It does not list IELTS.

What is the HEC bond for PhD candidates?

Successful PhD candidates sign a bond with the HEC that binds them to return to Pakistan immediately after the program and serve the country for the number of years equal to the length of the scholarship, with a minimum of two years. The contract is redeemable on a year-for-year basis. As long as you fulfill the service requirement, you pay nothing.

Can I apply for an MBA through Fulbright?

Yes, but MBA applicants need two years of work experience in the relevant field. The same two-year experience rule applies to Public Policy and Administration applicants.

I already received a Fulbright award once. Can I apply again?

No. People who have already availed one scholarship award for any Fulbright program are not eligible.

How much is the monthly living stipend?

The official program page does not publish a fixed stipend figure, because the amount depends on the host university and its location. Check the official call for the current figures when the next cycle opens.
